RECRUITMENT
Q1: CIVIL SERVANTS RECRUITED AND APPOINTED IN SUB LEVEL, HOW ARE THE SALARY, HOUSING AND PROFESSIONAL ALLOWANCE PAID?
Answer: For civil servants in sub-levels, allowance and benefits (such as TA/DA, mileage, transportation charge of personal effects and professional allowance) shall be pegged to the position and not the salary. For example: Civil servants recruited at P5 C the pay, allowance and benefits are as follows: Basic Salary –S2 A; Housing allowance –S2 A; Professional allowance –P5 A.
Q2: IS THERE SENIORITY PROTECTION FOR IN-SERVICE CIVIL SERVANTS SELECTED THROUGH BCSE?
Answer: Yes,there is seniority protection for in-service civil servants selected through BCSE. Firstly, seniority protection exists during promotion meaning if civil servants is in SS3 A prior to selection through BCSE, his last date of promotion shall be considered as the date when he was promoted to SS3 A. Secondly, the in-service civil servants need not serve probation period provided he had already completed the probation period in the earlier position and thirdly, in-service civil servants can avail long term study after completion two years provided he has completed probation period in his previous position.
Q3:WHAT IS THE DURATION REQUIRED TO SERVE IN THE INITIAL PLACE OF POSTING FOR A NEW APPOINTEE AND IN-SERVICE SELECTED THROUGH BCSE?
Answer: Three yearsminimum duration inclusive of probation is required to be service by both the new appointees and in-service selected through BCSE.

Q4: WHAT IS THE MINIMUM DURATION REQUIRED TO GET FIRST PROMOTION?
Answer:The duration required for first promotion is five years including probation irrespective of the position level.
Q5: WHAT PERFROMANCESCORE ARE REQUIRED TO BE SUBMITTED FOR JULY 2019 PROMOTION?
Answer: The following are required:January to December (Civil Servant in Schools):PE rating 2016; Moderation score 2017; Moderation score 2018; July to June (Rest of the civil servants):PE Rating 2015-2016; Moderation Score 2016-2017; Moderation 2017-2018.
Q6: WHAT PERFROMANCE SCORE ARE REQUIRED TO BE SUBMITTED FOR JANUARY 2020 PROMOTION?
Answer: The following are required:January to December (Civil Servant in Schools):PE rating 2016; Moderation score 2017; Moderation score 2018; July to June (Rest of the civil servants):Moderation Score 2016-2017; Moderation Score 2017-2018; Moderation 2018-2019.
Q7: WILL 1 DAY EOL AFFECT MY PROMOTION?
Answer: Yes,one day EOL availedby civil servants will delay their promotionby6 months.
Q8: IF CIVIL SERVANTS UNDERGO 24 MONTHS STUDY, WILL IT DELAY THEIR PROMOTION?
Answer: Yes,promotion will be delayed by 6 months since of the 24 monthsstudy leave, only 18 months is considered as active for the purpose of the promotion.
Q9: A CIVIL SERVANTS WITH PE RATING OF VERY GOOD FOR ACADEMIC YEAR 2016 AND DOES NOT MEET THE REQUIRED QUALIFICATION, WILL THE CIVIL SERVANT BE ELIGIBLE FOR PROMOTION.
Answer: Yes, the civil servant will be eligible for promotion since with the new MaXsystem. Good is the minimum requirement to be eligible for promotion. Example: A Teachers with PE rating of Very Good in 2016 and has qualification of Primary TeachingCertificate shall be eligible for promotion.
Q10: IF CIVIL SERVANTS ARE CATEGORIZED INTO NEED IMPROVEMENT, HOW LONG WILL IT AFFECT THE PROMOTION?
Answer: The Need Improvement delays the promotion of civil servants by only a year.
Q11: IF A CIVIL SERVANT WAS APPOINTED AS OF 2 JANUARY 2016, WHEN WILL SHE GET HER FIRST PROMOTION?
Answer: Civil servants appointed after 1stJanuary and 1stJuly automatically delays the promotion by 6 months. Civil servant appointed as of 2-Jan-2016 will be eligible for promotion by 1/7/2021 and provided other promotion criteria are met.
Q12: CIVIL SERVANTS APPOINTED IN S1, WHAT IS THE MINIMUM DURATION REQUIRED TO BE PROMOTED TO SS4 A?
Answer: The minimum duration required is 5 years including probation irrespective of entry level. Example: A Staff Nurse appointed in S1 Ais eligible to be promoted to SS4 A after completion of 5 years including probation.
Q13: CAN I PROCESS PROMOTION WHILE ON EOL?
Answer: Civil servants cannot be promoted during EOL. However, they may process their promotionafter joining back into service.
Q14: CAN I PROCESS PROMOTION WHILE ON STUDY?
Answer: No,civil servants cannot be promoted while undergoing Study. They may process their promotionafter joining back into service. However, a civil servant while pursuing LTT under Mixed-Mode shallbe eligible for promotion subject to fulfilling other criteria including his presence in office at the time of processing and effective date of promotion. Once the end date expires, civil servants have to produce evidence of successful completion of studyto be eligible for promotion.
Q15: CAN CIVIL SERVANTS AVAIL PROMOTION WHILE ON MATERNITY LEAVE?
Answer: Yes,civil servants can process for their promotion while on maternity leave since maternity leave is considered as active service.
Q16: CAN CIVIL SERVANT AVAIL PROMOTION WHILE UNDERGOING TRAINING LESS THAN 6 MONTHS?
Answer: Yes,civil servants can be promoted while undergoing short term training less than 6 months. However, Allowance of any form, except House Rent Allowance, shall cease to be paid if the duration of STT exceeds a month.
Q17: CAN CIVIL SERVANT AT P2 A WITHOUT A DEGREE BE PROMOTED TO P1 A SPECIALIST POSITION.
Answer: Yes, civil servant at P2 A without a degree can be promoted to P1 A Specialist provided he has minimum performance rating of Good and meets other criteria such as post adjustment, undertaking,etc.For example:A Executive Engineer at P2 A without a degree can be promoted to P1 as Principal Engineer with minimum performance rating of Good with MaX system.
LEAVE
Q18: HOW MANY DAYS OF LEAVE CAN GSP/ESP ACCUMULATE UPTO?
Answer: GSP/ESP are entitled to leave similar to regular civil servants and therefore can accumulate up to a maximum of 90 days.
Q19: HOW MANY DAYS OF LEAVE CAN CONTRACT EMPLOYEE ACCUMULATE UPTO?
Answer:Contract civil servants can accumulate leave up to 30 days.
Q20: ARE THERE TRAINING OBLIGATION FOR CIVIL SERVANT WHO HAD UNDERGONE IAS, IRS, IFS AND IA&AS, FOR AVAILING EOL?
Answer: Yes,civil servant must fulfill all the training obligation before availing EOL since it is considered as any other LTT.
Q21: WHAT IS THE IMPLICATION IF CIVIL SERVANTS JOINS AFTER THE EOL END DATE?
Answer: Civil servants shall be compulsorily retired. For example: If a civil servant avails 2 years EOL w.e.f 1/1/2019, she has to report by 1/1/2021 or wouldbe compulsorily retired.
Q22: CAN I AVAIL EOL WITHOUT FULFILLING MY STUDY OBLIGATION?
Answer: No, civil servants must fulfill all training obligation before availing EOL.
Q23: DO CIVIL SERVANTS EARN 2.5 DAYS OF EARNED LEAVE WHILE ON SHORT TERM TRAINING MORE THAN A MONTH?
Answer: Accumulation of 2.5 days of earned leave per month is not allowed during short term training which are more than a month.
Q24: CAN CIVIL SERVANT AVAIL EOL AFTER SHORT TERM TRAINING?
Answer: There is no obligation of short term training to avail EOL.
MaX SYSTEM
Q25: WHICH PE CYCLE ARE TO BE FOLLOWED BY NON-TEACHING STAFF IN SCHOOLS?
Answer: The PE cycle tobe followed are from January till December similar to Teaching staff.
Q26: WHICH PE CYCLE ARE TO BE FOLLOWED BY CIVIL SERVANTS IN THE AGENCIES?
Answer: The PE cycle tobe followed are from July to June.
LONG TERM STUDY
Q27: WHEN DO I HAVE TO REPORT BACK FROM MY LONG TERM STUDY?
Answer: Civil servants needs to report within 21 days (including weekend and Govt. holidays) after the completion of the course i.e. end date as specified in the Letter of Award. Incase the reporting date falls on weekends or holidays;he/she must report prior to the holiday. Failureto do so shall lead to compulsorily retirement after paying financial obligation as per the Undertaking signed.
Q28: CAN CIVIL SERVANTS GO ON LONG TERM STUDIES AFTER GETTING SELECTED THROUGH OPEN COMPETITION?
Answer: Yes, civil servants may avail long term study after getting selected through Open Competition.

Q29: CAN CIVIL SERVANTS RESIGN DURING EOL WITHOUT JOINING THE OFFICE?
Answer: Yes, civil servants may resign during EOL without joining the Office by submitting the resignation letter. One month notice prior to resignation is not applicable to civil servants on EOL since they are on EOL.
Q30: CAN AGENCY KEEP CIVIL SERVANTS BEYOND THE SUPERANNUATION AGE?
Answer: Every civil servant must retire once they reach the superannuation age and Agency shall not keep any civil servant beyond superannuation age.
Q31: HOW IS THE SUPERANNUATION AGE OF PMC CIVIL SERVANTS CALCULATED?
Answer: The superannuation age of PMC civil servant is 58 years and he must retire on the day he turns 58years and celebrates his birthday.
Q32: CAN AGENCY KEEP GSP/ESP BEYOND SUPERANNUATION AGE?
Answer: All GSP/ESP cannot be kept beyond the superannuation age of 56years

Q34: SECTION 16.4.11 STATES THAT A CIVIL SERVANT TRAVELLING TO PLACE OF POSTING ON INITIAL APPOINTMENT SHALL NOT BE ENTITLED TO CLAIM TA/DA. DOES THIS SECTION APPLY TO IN-SERVICE CANDIDATE SELECTED THROUGH BCSE AND PLACED IN NEW PLACE OF POSTING?
Answer:No. The “initial appointment” in this Section shall mean initial appointment in the civil service. In-service candidate’s appointment into new position category through BCSE shall not be considered as “initial appointment in the civil service”, therefore is eligible for transfer grant and allowance in accordance with transfer chapter of BCSR 2018.
